Essential Facility Review

School review

The CGS Seismic Hazards Essential Facility Review Unit (the CGS) provides technical information and advice to the Division of State Architect regarding geologic hazards to schools. Using CGS Note 48, Checklist for the Review of Engineering Geology and Seismology Reports for California Public Schools, Hospitals, and Essential Services Buildings (2022), the CGS prepares memoranda documenting their geologic reviews of hazard reports prepared by consultants.

Hospital review

The CGS provides technical information and advice to the Department of Health Care Access and Information (HCAI) regarding geologic hazards to hospitals. Using CGS Note 48, Checklist for the Review of Engineering Geology and Seismology Reports for California Public Schools, Hospitals, and Essential Services Buildings (2022), CGS staff prepare memoranda documenting their geologic reviews of hazard reports prepared by consultants. These review memoranda are submitted to HCAI for incorporation into their project decision making process.

Other types of review

Periodically, and as necessary, the CGS provides technical information and advice regarding geologic hazards to local jurisdictions to aid in the preparation of environmental review documents and/or the hazard element of a given region’s general plan.

CGS Note 48

The CGS uses Note 48 to review the geology, seismology, and geologic hazards evaluated in reports that are prepared under California Code of Regulations (CCR), Title 24, California Building Code. CCR Title 24 applies to California hospitals, skilled nursing facilities, public schools, and essential services buildings. The Building Official for public schools is the Division of the State Architect (DSA). Hospitals and skilled nursing facilities in California are under the jurisdiction of the Department of Health Care Access and Information (HCAI). The California Geological Survey serves under contract with these two state agencies.
