Proposition 4 - Climate Bonds

In November 2024, voters approved Proposition 4 , creating a once-in-a-generation investment in climate resilience. The Department of Conservation (Department) will use these investments to enhance existing programs and create new ones to support agricultural and working lands and wildfire resilience activities

Climate Bonds at The Department of Conservation

The Department of Conservation (Department) will use these investments to enhance existing programs and create new ones to support agricultural and working lands and wildfire resilience activities

Provides funding to regional and statewide organizations to help reduce wildfire risk in communities and landscapes. 

Status: Partner and tribal outreach ongoing

 

Provides funding to regional organizations to reduce reliance on groundwater, while providing community health, economic wellbeing, water supply, habitat, and climate benefits. 

Status: Outreach to partners ongoing, draft guidelines expected Summer 2026 

 

Provides grants for the planning and implementation of projects that restore or enhance California's agricultural lands, including areas that encompass a river or stream and the lands adjacent to them. 

Status: Draft guidelines expected September 2026 

 

Provides grants to conserve important agricultural land resources and enhance sustainable agricultural uses on conserved lands. 

Status: Draft guidelines expected in October 2026 

 

Farmland Access 

Provides loans to protect farmland and improve land access and tenure for new and historically underserved farmers. 

Status: Awaiting appropriation through State Budget
