About ALMP
The Agricultural Land Mitigation Program (ALMP) provides grant funding for the purchase of agricultural conservation easements on farmland within Fresno, Madera, Merced, Kern, Kings, or Tulare counties. Interested landowners must partner with an eligible applicant, such as a land trust, city, county, resource conservation district, or regional park or open-space district. The farmland must contain predominately Prime Farmland, Farmland of Statewide Importance, Farmland of Local Importance, and Unique Farmland, as identified by the Department of Conservation's
Farmland Mapping and Monitoring Program. Grants will be awarded to cover up to 100 percent of the value of the agricultural conservation easement.

The process can take between six and eighteen months. Title issues and incomplete applications are common causes for delay.
To help reduce delays, the Department recommends that the applicants review and complete the Supplemental Material Documents.
Upon determination that an application is complete, the Department forwards the appraisal to the Department of General Services for review; this can take up to two months. The Department will generate an initial score for the application, contact the applicant to schedule a site visit to confirm the contents of the application and work with the applicant to complete any remaining doucmentation. After General Services reviews the appraisal, the Department will prepare a funding recommendation.
If approved, the applicant must complete the following steps to receive funding:
- Open an escrow account
- Obtain title insurance
- Complete the
easement and the grant agreement
- Submit any remaining supporting documents
