Updated Round 2 Guidelines (updated 04/21/25):
The revisions to the guidelines published in April 2025 clarified two existing requirements within the program. The first revision provides a definition for the term "meaningful benefit to disadvantaged communities." The second revision includes clarification of existing statutory requirements related to groundwater recharge achieved through the program.
In addition to the revised guidelines above, updates to language in the guidelines related to travel costs has been implemented through a separate travel cost memorandum: Travel Cost Memorandum
The updated language in the travel cost memorandum, as well as the updated guidelines in the link above, are in effect for all existing grantees.
