Updated Program Guidelines Adopted

April 21, 2025:​​ DOC has​ adopted the updated program guidelines for Rounds 1 & 2 of Multibenefit Land Repurposing Program (MLRP). The revised guidelines are now in effect for all existing grantees.

​Updated Round 2 Guidelines (04/21/25)

The ​​revisions are intended to clarify two existing requirements within the program. The first revision provides a definition for the term “meaningful benefit to disadvantaged communities.” The second revision includes clarification of existing statutory requirements related to groundwater recharge achieved through the program.   

Existing grantees, policy area experts, and interested parties were consulted throughout the revisions process, which is summarized below: 

  • ​​​​January – October 2024: Development of meaningful benefits definition with extensive input from grantees, program advocates, and policy experts. A memorandum detailing the process used to draft the definition is available at the following link: Drafting Process for the Meaningful Benefits Definition 

  • October – December 2024: In response to requests from several grantees, DOC staff drafted language to clarify existing statutory requirements related to groundwater recharge achieved through the program. ​

  • December 19, 2024: Draft amended guidelines released for public comment 

  • December 19, 2024 – February 14, 2025: Public comments received; meetings and workshops held 

  • February – March 2025: Additional revisions drafted in response to public comments received. Workshops held to solicit input on proposed revisions 

  • March 26, 2025: Revised draft guidelines amendments released for second public comment 

  • March 24 – April 7, 2025: Public comments received  

  • ​April 21, 2025: Amended Guidelines finalized and released
