New Request for Qualifications
The California Department of Conservation’s Geologic Energy Management Division (CalGEM) is issuing two more Request for Qualifications (RFQ) (
Northern District,
Central District) to qualified firms for oil well plug and abandonment, and various related services including project management, site investigation and monitoring, facilities decommissioning, and site restoration. The purpose of the RFQs is to award an Agreement for the delivery of these services within the counties of
Kern, Fresno, Ventura, and Simi Valley located in the northern portion of Los Angeles County.

UPDATE: Deadline for submitting Applications for Fugitive Emissions Study of Oil & Gas Wells has been extended.
The California State Department of Conservation’s Geologic Energy Management Division (CalGEM) has extended the application period for independent contractors interested in the fugitive emissions study on idle, idle-deserted and abandoned well emissions for greenhouse gases.
The application period will now close on December 1, 2023.
Potential applicants may submit questions regarding intent, expectations, or other topics pertaining to the application by contacting Leila Vlasko at:

Public Meeting, July 18, 2023: CalGEM released its Draft Orphan Well Expenditure Plan at a public meeting
and gave an overview of the proposal to permanently plug and seal orphan wells using state and federal funds. The release began a 45-day public comment period that ended on October 4, 2023. All comments received will be considered for incorporation into the regulations.
