At its May 15, 2025, regular business meeting, the Board approved and adopted the final proposed regulatory language and final rulemaking package, Mineral Designation of the Greater Sacramento Production-Consumption (P-C) Region and directed Board staff to finalize the rulemaking process.
On September 16, 2025, the Office of Administrative Law approved the regulatory language amendments which were then endorsed by the Secretary of State. The approved regulatory action becomes effective on January 1, 2026.

January 31, 2025, opened the public comment period for the proposed Mineral Designation of the Greater Sacramento Area Production-Consumption (P-C) Region rulemaking. The public comment period ended on March 28, 2025. Additionally, a public hearing was held on March 27, 2025. Pre-Rulemaking Activities: Draft regulatory documents were brought before the Board for consideration during the August 15, 2024, regular business meeting, as noticed on the meeting agenda. The Board approved the package and directed staff to proceed with the rulemaking process.
