List of Mine Operators Who Can Sell Mined Materials to Public Agencies (AB 3098 List) | Effective January 1, 2019, Assembly Bill 3257 clarifies the criteria the Division of Mine Reclamation must use for generating and maintaining a purchase-preference list which state and local governments must refer to when acquiring sand, gravel, aggregate and other mined materials from mining operations subject to the Surface Mining and Reclamation Act of 1975. The list, often referred as the “AB 3098 List,” now covers only newly permitted, active and idle mines.
