Division of Oil, Gas, and Geothermal Resources

​The Division of Oil, Gas, and Geothermal Resources (DOGGR) prioritizes protecting the public and the environment in its oversight of the oil, natural gas, and geothermal industries in California. To do that, DOGGR uses science and sound engineering practices to regulate the drilling, operation, and permanent closure of energy resource wells. DOGGR also regulates certain pipelines and facilities associated with production and injection. The Renewal Plan guides DOGGR's work. 




​​​​Idle Well Program​​​​Idle Well ProgramNew mandates for idle oil and gas wells include a compliance schedule to test for leaks and to plug and abandon (permanently seal) wells; engineering analyses for wells not in use 15 or more years; and enhanced idle well management plans.
​​​Underground Injection Control​​​Underground Injection ControlContinuous well pressure monitoring, rigorous testing for leaks, and a directive to automatically cease injection if there is a threat to safety or the environment are new underground injection control regulations that became operative April 1, 2019.
Office of EnforcementOffice of EnforcementThe State Supervisor of Oil and Gas has issued Final Orders to multiple well operators to close and permanently seal some idle wells. Enforcement continues to process dozens of other idle well cases.
