AllenCo Energy Inc. (AllenCo), the operator of an oil production facility in the University Park neighborhood in South Central Los Angeles, continues to seek approval to restart production after shutting down in late 2013 for uncontrolled emissions and violations of multiple State statutes and regulations.
The City of Los Angeles filed a civil enforcement action in January 2014 alleging, in general, violations of California's oil and gas laws, public health and safety laws, air and water quality protection laws, fire and safety violations, and odor violations. The Final Judgment in that case directed AllenCo to provide evidence of compliance with laws and orders, install a continuous air-monitoring system, and obtain approval from the Los Angeles City Attorney before resuming operations.
In April 2014, the Department of Conservation's Division of Oil, Gas, and Geothermal Resources (DOGGR) issued
Order No. 1047 to AllenCo ordering it to comply with idle well, water injection well, and equipment testing requirements, in addition to records production and bond requirements.
Since August 2018, an interagency group (see list below), including DOGGR and led by the Los Angeles County Department of Public Health, has met regularly to assess AllenCo's compliance progress. DOGGR's role is to ensure that the operator meets statutory and regulatory requirements and conducts activities in a manner consistent with protecting public safety and the environment.
As of March 2019, AllenCo must still complete testing and repair of idle wells, testing and repair of fluid injection wells, and demonstrate compliance with DOGGR's annual environmental and safety system testing requirements.
