Carolyn Baker has been the Department's Legislative Director since January, 2006. Carolyn is a native of California, originally from Los Angeles. She has since been drawn to the Sacramento region by the birds of the Central Valley and the views of the Sierra Nevada. Ms. Baker has served as an attorney and lobbyist in the policy arenas of energy and environmental protection. Her principal clients were independent energy producers, focusing on renewable power sources such as geothermal, solar and wind. She has also been a fundraiser for environmental organizations, a political campaign manager, and has served in a variety of public service capacities related to protection of the natural environment. Ms. Baker received her undergraduate degree in Geography-Ecosystems from UCLA, her Master's in Ecology from UC Davis, and her law degree from UOP McGeorge School of Law.
