The Division of Oil, Gas, and Geothermal Resources protects the life, health, property and environment of the citizens of California by managing the operations of oil, natural gas, and geothermal resources.
DOGGR Vision Statement
The Division of Oil, Gas, and Geothermal Resources is California’s regulatory agency for petroleum and geothermal resources and is a leader in environmental protection, and public health and safety. The Division ensures that these resources are protected and administered for the benefit of our citizens.
DOGGR Initiatives
Goal: Expand the enforcement program for the maintenance of active lease facilities and remediation of orphan lease facilities, including pipelines, tanks and other surface equipment.
- By July 2008, prepare a white paper describing the nature of the problem for orphan facilities, including the breadth of issues, the risks associated with inattention to the problem and suggested alternatives and courses of action for addressing the issues.
- By December 2008, prepare a white paper describing the nature of the problem for active facilities, including the breadth of issues, the risks associated with inattention to the problem and suggested alternatives and courses of action for addressing the issues.
- By June 2009, implement actions to fill the gaps in the management of existing and the remediation of orphan infrastructure.
- Of the existing inventory of 396 orphan wells, eliminate the 264 high- and medium-risk orphan wells by 06-30-12.
Goal: Facilitate the wise development of oil, gas and geothermal resources to meet the State’s demand for energy production while continuing to protect public safety and the environment.
- By December 2009, implement electronic data/information systems (CalWIMS) to facilitate the permitting process and provide comprehensive information for exploration, improved access via local agencies and regulatory compliance.
- By June 2009, establish an expanded resource base to assist local jurisdictions and the public with addressing access issues for the future extraction of oil, gas, and geothermal resources.
Goal: Mitigate the impact of Carbon Dioxide (CO2) emissions by expanding the permitting and enforcement program to include carbon sequestration from all sources to address methods for reducing greenhouse gas emissions, consistent with California’s overall climate change mitigation strategies.
- By June 2009, develop the Legislative, Regulatory and Administrative structures that would provide the Division with the means to implement this new program.
