Operator Requirements for Water Reporting
The Division of Oil, Gas, and Geothermal Resources (Division) has developed an interim process for collecting detailed water use information in response to Senate Bill 1281 amendments to Public Resources Code (PRC) Section 3227. The interim process is a Microsoft Excel report form which will be pre-populated with oil and gas operator well information. This form will be referred to as the quarterly water report. The pre-populated quarterly water report will be emailed to individual operators at the end of each quarter. Operators who do not have a valid email address on file with the Division will have to make an appointment with their local Division District office to file their report. Existing law gives oil and gas operators one month after the quarter to file the quarterly water report. Operators are to email their completed reports to
SB1281Reporting@conservation.ca.gov. Operators who must file their report at the local District office will, on the day of their appointment, utilize the Division’s public use computer to access, complete, and file their report.
As mentioned above, the process described is an interim solution for meeting the requirements of Senate Bill 1281. After a period of adjustment, the Division will begin meeting with oil and gas operators, and other stakeholders to develop a permanent online access and reporting system. It’s anticipated this process will take one to two years to complete.

Quarterly Water Reporting Form
This form is a Microsoft Excel Spreadsheet and is for guidance purposes only, please do not fill out this form with your wells. The Division will email you your pre-populated quarterly water report at the end of each quarter. Any errors found on your pre-populated form should be brought to the Division’s attention immediately.
The quarterly water report is a protected Microsoft Excel spreadsheet which has multiple tabs. Each tab represents a specific form, and are listed below.
- Form 110Q - Quarterly Water Production Report.
- Form 110BQ - Quarterly Water Injection Report.
- Form 110EQ - Quarterly Well Allocation List - A listing of production wells, used to allocate injected volumes of produced water in injection wells, located in the same field.
- Form 110FQ - Quarterly Other Water Allocation - Report by oil field on the source and intended use of water in storage or used for non-injection well purposes.
