The Department adopts and amends regulations to implement, interpret, or make specific the laws it administers. These rulemakings are consistent with the procedures in the Administrative Procedures Act (Government Code § 11340 et seq.). The Administrative Procedures Act requirements are designed to provide the public with a meaningful opportunity to participate in the adoption of regulations or rules that have the force of law by California state agencies and to ensure the creation of an adequate record for the public, Office of Administrative Law and judicial review.
