CalWIMS
Since the late
1800s, about 180,000 oil, gas, and
geothermal wells have been drilled in
the State of California. Approximately
88,000 are still in use today and new
wells are being drilled at the rate of
approximately 2,200 per year. The
Division oversees close to 1000
companies that operate these wells,
which produce a combined daily total of
700,000 barrels oil and 900,000 Mcf of
natural gas.
The Division has six
district offices with its Headquarters
office located in Sacramento, CA. Each
district office developed separate
database applications to track
information on oil and gas wells,
permits, field and environmental
inspections, idle wells, and other
day-to-day activities. Some of these
applications were developed using
software (e.g., Paradox 4.5 for DOS)
that is now outdated and no longer
supported by the manufacturer. The
databases cannot be shared with modern,
industry standard databases used by
Headquarters and other Division
stakeholders. This results in redundant
data and manual intervention to convert
data into industry standard formats.
In Fiscal Year 2004,
the Department of Conservation received
approval to develop CalWIMS
(California Well Information Management
System), a multi-tiered, interactive,
centralized, web-based application using
object oriented framework. This new
system will enable the Division to
capture consistent well information from
all of its districts more timely and
with fewer opportunities for data entry
errors. The Division will be able to use
that information to better facilitate
its mandated reporting requirements as
well as provide industry and the general
public better access to well
information.
