DOGGR has a new web-accessible exam process for the Associate Oil and Gas Engineer and Senior Oil and Gas Engineer (Supervisor) classifications. Tim Kustic named head of California DIVISION OF OIL, GAS, AND GEOTHERMAL RESOURCES

Timothy R. Kustic has been named State Oil & Gas Supervisor for the Division of Oil, Gas, and Geothermal Resources. Kustic began his career in the petroleum industry and for the past two months he had served as Acting State Oil & Gas Supervisor. For close to 30 years, he has worked at the department serving as the division's Technical Service Manager, a Field Engineer in the Bakersfield and Santa Maria district offices, as manager of the Sacramento district office, and as the division's Facilities Program Manager. 2010 Annual Report Information

The following information is now available from the 2010 Annual Report of the State Oil & Gas Supervisor:
- Oil and Gas Production by County
- The Financial Statement (fiscal year 2009-2010)
- Delinquent Assessments
These reports are available in accordance with Section 3108, Division 3 of the Public Resources Code, which states: "On or before the first day of October of each year the supervisor shall make public for the benefit of all interested persons a report in writing showing
a) The total amount of oil and gas produced in each county
b) The total cost of the division for the previous fiscal year
c) The total amount of delinquent and uncollected from any assessments or charges levied pursuant to the chapter."
The entire 2010 Annual Report will be posted on the Division website in the future.
Facilities Program Frequently Asked Questions

There were five facilities program workshops held throughout the state from April 28, 2011 to July 12, 2011. The workshops provided information about the new facilities regulations that were approved by the Office of Administrative Law on January 29, 2011. These Frequently Asked Questions are a compilation of questions asked at these workshops, but also include questions solicited by stakeholders since the regulations were approved. Facilities Regulations: Pipeline Management Plans, Compliance with CCR 1774.2

The AB 1960 regulations were approved by the Office of Administrative Law (OAL) on December 30, 2010. The regulatory changes became effective on January 29, 2011. Click here to view the Division of Oil, Gas & Geothermal Resources (DOGGR) publication PRCO4 which contains these regulations. Section 1774.2 of the California Code of Regulations (CCR) requires operators to develop a pipeline management plan for ALL pipelines by January 29, 2013. The plans do NOT need to be submitted to DOGGR, however, they must be available upon request of the Supervisor. The plans shall be updated within 90 days whenever pipelines are acquired, installed, altered, or at the request of the Supervisor. Pipelines that have been abandoned to the standards specified in CCR Section 1776 (f) are exempt from this requirement. The following is a template for the Pipeline Management Plan, along with two examples of pipeline hydrostatic testing sheets which can be used in the field. You may use either of these forms or create one of your own. The template addresses the minimum information required by the regulations for a pipeline management plan.

Facilities Program Powerpoint

The final facilities program workshop, which was video conferenced with the DOGGR Bakersfield office, was held on July 12, 2011 in Sacramento. The workshops provided information about the new facilities regulations that were approved by the Office of Administrative Law on January 29, 2011. It was the last of 5 public outreach workshops explaining the requirements of the new regulations. The other workshops were held in Cypress, Santa Maria and Bakersfield. The workshops were all well attended and provided an open forum to discuss these new requirements.

DOGGR Announces New Assessment Rate

The Oil and Gas Assessment rate for fiscal year 2011-2012 is 12.66251 cents per barrel of oil or 10 Mcf of natural gas produced. This is a 2.03263 cent (19.12 percent) increase from the previous year. The increase is primarily due to an augmentation of the Division's regulatory resources, as well as administrative and technology support.
Facilities Regulations: Spill Contingency Plan Template

The AB1960 implementation regulations were approved by the Office Administrative Law (OAL) on December 30, 2010. The regulatory changes became effective on January 29, 2011. Click here to view the California Code of Regulations (CCR) which contains these regulations. Sections 1722 and 1722.9 of the CCR require that operators develop a spill contingency plan for a facility or a group of facilities and file it with the appropriate Division of Oil, Gas, and Geothermal Resources (Division) district office by July 29, 2011 (electronic filing is preferred). The following is a template for the spill contingency plans, based on Section 1722.9 requirements. The template addresses the minimum information required by regulations. A more detailed spill contingency plan can be filed.

Lease Award Nominations

DOGGR has revised its annual lease award program. The award nomination process is now open to industry operators and nominees will now compete for statewide recognition. DOGGR management will still select the award winners, but will use more stringent eligibility and judging criteria.
