Agricultural Easement and Planning
The Division of Land Resource Protection (DLRP) encourages the long-term, private stewardship of agricultural lands through the voluntary use of agricultural conservation easements and development of regional land conservation strategies. To that end, DLRP administers the following agricultural land conservation programs:
- California Farmland Conservancy Program (CFCP): CFCP provides grant funding for easement and planning projects that support agricultural land conservation statewide.
- Sustainable Agricultural Lands Conservation Program (SALCP): SALCP provides grant funding to purchase agricultural conservation easements and develop regional agricultural land conservation strategies that reduce greenhouse gas emissions and provide additional benefits to California communities. DLRP administers SALCP on behalf of the Strategic Growth Council (SGC).
- Agricultural Land Mitigation Program (ALMP): ALMP provides grant funding to purchase agricultural conservation easements to offset farmland loss associated with the California High-Speed Rail alignment in Fresno, Kern, Kings, Madera, Merced, Santa Clara, and Tulare Counties. The program seeks to protect land comparable to that taken out of production for the High-Speed Rail system.

$1.3 million in funding will be made available for easement acquisition grant funding under CFCP in 2018. These residual bond funds will be awarded under the forthcoming 2018 CFCP Request for Grant Application, which will be released for public comment in the near future. Approximately $41 million is now available under SALCP for agricultural conservation easement and regional land conservation strategy grants. The final dollar amount will be determined after the fourth cap-and-trade auction. Applicants interested in submitting an easement application must submit a pre-proposal by May 22, 2018 to be considered for funding.
